Government of Kerala has established a Project Management Unit (PMU)
for implementation of the envisaged activities under the IDA-aided Kerala
Local Government Service Delivery Project which aims at strengthening
local government finances and service delivery. The project proposes
to conduct a Rapid Impact Assessment (RIA) of Vulnerable Group
Development projects with a special focus on Gender Projects implemented
using Performance Grant. In order to carry out RIA, the project proposes to
engage following individual expert as Consultant as detailed below
Objectives: The objective is to assess the quality of VGD projects in
terms of service delivery parameters and impact to the VGs and Women.
The assessment is aimed at covering the following aspects: the number of
beneficiaries/users, their profile, the frequency of usage, the level of citizen
satisfaction, the relation of the projects to the local needs, contribution to
the development of civic sense, the level of improvement of human life, the
sustainability involving operation & management, the standards, creativity
and innovation involved in project conceptualization and implementation
and capital asset creation.
Qualification & Experience: The RIA shall be conducted by an individual
consultant qualified and experienced in carrying out social audits and
assessments of development projects. S/he should be a Post Graduate
in Social Sciences/Development Studies, preferably in Sociology/MSW/
Anthropology or equivalent with 15+ years experience in social development
projects. The Consultant shall have demonstrated ability to (i) prepare high
quality reports, papers, and results that have impact assessment, policy
and operational relevance and (ii) coordinate and integrate activities with
other key actors of LGs and KLGSDP.
Other Skills: Fairly good computer skill in Spreadsheet, presentation and
word processing packages. Excellent written and oral communication skills
in English and Malayalam essential.
Location: PMU in Thiruvananthapuram; Duration: 3 months
